This Paper is an extract of a field research which was done on the necessity of establishing local clinics for systems development. With touch on the research literature, an examined performance method was utilized to recognize the problems of the local organizations. As a result of lack of knowledge and skillful system analysts in most of the local organizations, the findings of the research directly indicated that the establishment of local clinics will have a vital role for the purpose of overcoming the inadequacies of local organizations.
As more contribution to the issue, the findings also helped to define some tentative structures of the aimed clinics, beside explaining the objectives and tasks set which might be required as the main supplement for the designed model.

As the world moves rapidly towards Knowledge- based economy, stabilized institutions are formed in order to integrate the world economy by information technology which would provide access to world markets. Even though it is still early to define the effects of electronic business (in national and international levels) on development indexes of countries, there is a belief that countries can use these tools to affect on such parameters as productivity, competition priorities, better access to international markets, ect. It is clear that in order to reach such benefits, Muslim countries will need Pragmatic designs and also creating proper atmospheres for electronic business. In this respect, it is necessary to identify the criteria of electronic competence and to analyze it in these countries, so that the appropriate approach can be chosen for it.
This paper tries to identify the most important criteria of E -readiness evaluation so that it can serve as a basis for investigation on the current situation of member countries of OIC (Organization of Islamic Conferences).

The increasing importance and consideration of new product development and the attention of companies to explore the nature of new product development has created a strong body of researches in this area of management knowledge. The complexity of this new concept of product development and its interdisciplinary nature, has led researchers to use different approaches and consequently find different results. Thus, the literature of new product development can be divided into four categories ,namely, the context of main researches of new product development, differentiating factors in researches in new product development, identifying major themes in new product development researches and the studies of specialists in new product development researches. This paper examines each category in detail and finally builds the body and map of new product development literature.

This article discusses Stochastic Data Envelopment Analysis (SDEA) models plus selecting and useing an appropriate model in order to forecast the future efficiency of Iranian Mellat Bank branches of Qazvin province in the financial year 1382 (2003-2004). in order to determin the validity of the results of model utilization , actual efficiencies are compared with forecasted efficiencies of branches in the mentioned period. Finally, the results and benefits of using Stochastic Data Envelopment Analysis used for improving management decisions are further discussed.

The present article suggests an algorithm for the process of performance evaluation of government institutions. In this regards, performance evaluation is seen as a system having input, process, output and feedback, plus external factors affecting this process. The data and needed input for this algorithm is gathered from primary data source in different time periods. For each time period an institution performance is measured and institutions are ranked based on these results. Also weighted average indicators are used to rank institutions performances for annual time periods. These ratios are in such ways which there are convergence and as the amount of ratio is bigger, better performance is achieved. Analytical models are used in algorithm and needed tests are used for evaluating the validity of procedures and the achieved results. For the measurement of the role of endogenous factors, outlook techniques have been used and by the help of suitable mathematic techniques, minimum biasness has been gained with the actual amount of factors.

In formation Technology Management is the process of planning, organizing, leading, and controlling of IT resources and activities to support decision making processes, business processes, and obtaining competitive advantages. IT managers must change the way organizations compete through utilizing capabilities of information technology. They are responsible for deploying IT systems faster, cheaper, and more strategically than one’s competitors to Increase business and customer value.
In this paper, we first present definitions of IT and IT management. Then, we introduce our conceptual framework about major functions of in formation technology management. This conceptual framework assumes four general management functions (Planning, Organizing, Leading, and Controlling) at three organizational levels (Strategic, Tactical and Operatical) for IT managers. It indicates that Functions of IT managers begin with developing suitable IT vision & strategy” and then continue with IT master planning ‘ “developing IT governance structure “communicating IT vision & strategy ‘ and ‘strategic alignment controlling” at organizational strategic level. This framework also show that tactical functions of IT managers are:
‘IT systems planning, changing key organizational dimensions ‘facilating IT acceptance” and ‘IT ethical impacts controlling “At the end of this framework, we can see that ‘IT projects planning ‘IT staffing ‘,‘ leading IT systems development” and ‘IT operations & resources controlling” are considered as operational functions of IT management.
