The developed and industrial societies of today have used ICT as a source for development and advancement in their economic sections. Different usages of ICT is extremely expanding, as for electronic city, electronic government, electronic commerce and electronic education. In this regard, governments have accelerated the development and advancement of ICT, by establishing the proper substructures.
By presentation of the five-infrastructure model, this research will provide a proper classification of the needed substructures for national development of ICT. This would include five management, technical, legal, human and cultural-sociological infrastructures. Following the introduction of each one of these five infrastructures, Malaysia's attempt for the establishment of ICT infrastructure would be studied and its accordance with the five-infrastructure model will be investigated.

Sociology of public administration as a branch of sociology of
organizations investigates the interactions between state and society. State embedded in society and sociology of state studies the status of the state in society. Public administration as director of the state is the main force that manipulates the society as well as is affected by social circumstances. State is the largest and the most powerful type of organization, in modem societies, it imposes power on society and transforms the social life and social (cultural, political and economical) processes.
State, in this article, is analyzed in terms of dependence and independence perspective and the main function of the state is defined as the justice development rather than domination or integration instrument. Ultimately, the social phenomenon of the state, is explained in relationship with economical efficiency and social justice. Theories of organizational sociology in order to apply in diverse organizations, is theorized at higher level of abstraction and at the beginning, is noted that this article pays attention to abstract concepts and deliberately avoids special cases.

The outburst of conflict of interest and differences in organizations and diverse group works is something inevitable and natural. Also the appropriate attitude of managers through different stages of conflict can surely prevent crisis and breaking up of organizations and economic activities, from the beginning to the end. Cooperative
organizations whose main concern is to meet their member's needs
and democratically controlled by the participation of their members,
despite their democratic management style, face internal conflicts as a
result of differences in interests between the managers and the members. Beside financial losses, cooperatives which are regarded as socio - economic organizations, believing in fair income distribution
in society and who have caused a tight link between common needs
and mutual support in that proper relation of member and organization would lose reputation. On the basis of the first research on the reasons of conflict in diverse Iranian Cooperatives, this article will analyze
1253 complaints and sues against 224 housing, consumer,
transportation, producer supply and credit cooperatives through
Tehran province and would provide some suggestions for conflict
handling and decrease of differences in cooperatives.

Current managers have found that strategic management is a necessity for working in the complex and chaotic environment. Strategic management is defined as the process of formulating strategy to attain long-run goals in the variable conditions. This process includes three stages: formulating, implementing, and evaluating strategy. In the first stage, two main activities are usually conducted: strategic positioning and strategy defining. This paper concentrates on the first activity; strategic positioning. There is a four- stage technique called “Delta Technique” that points out the strategic position of a special firm. Delta Technique steps are: fuzzy test of hypothesis for Delta model variables, prioritization of the accepted variables through Fuzzy Analytic Hierarchical Process, plotting radar graph for three strategies of Delta Model, and determining the strategic position in a three dimensional plot. Finally this technique is tested in the Internet Service Provider (ISP) industry of Iran.

also how the combiFnation of operational research and artificial intelligence can solve this kind of problem. We study one of the combinatorial optimization problems, which is vehicle routing and distribution problem, which have been studied, especially in the last decade.
