In an article titled "The Mechanism of Organizational Life- Cotninuity Within Environmental Dynamics", I have presented a conceptual framework for relations between organizations and their immediate environ¬ments. A scanning process is envisioned for monitor¬ing changes in the external environment and evaluat¬ing the response-invoked mechanism of the internal en¬vironment within the established criteria for existing and ideal situations. My findings reveal that the oppor¬tunistic modes of feedback which are noted in certain organizations are more likely to evoke surveillance than search.

The role of international marketing in industrializa¬tion of developing economies is discussed in an article by Dr. M. Haghighi. The author examines various fac¬tors in the development of export-based systems and discusses the pros and cons of international financing for market expansion. He observes that the experience of many developing countries with debt instruments has been frustrating. The best forms of participation in international markets for the LDC's may be direct and indirect exporting since they often enjoy public support for their roles in generating hard currencies.

In an essay on "Justification for Rationing Essential Consumer Goods," Mr. Seyyed M. Mahdavi-Nia ex¬amines demand elasticity for major product categories within the constraints of consumer goods rationing. With the aid of quantitative methods, some of which is his own work, the author presents empirical evidence for a post-war economy where rationing of certain con¬sumer goods can be considered as an effective tool in balancing the supply and demand relationship and curbing runaway inflation.

The constitution of the Islamic Republic of Iran prohibits civil servants from holding two paid posi¬tions with the government (part-time teaching and con¬sulting assignments are allowed). Dr. Seyyed Moham¬mad Hashemi explains the tenets of this principle and discusses the doctrine that had influenced the adop¬tion of a monosource public pay by the law makers. Among the rationale cited are the contribution of the monosource system to decentralization of government bureaucracy and its risk aversion property to prevent the government from becoming an authoritarian state.

In "Culture: The Breeding Ground for Applied Theories," he compares Western concepts of management with the Iranian-Islamic norms and values which have governed managerial behavior in Iran in the past few centuries. He concludes that the Iranians should emphasize their indigenous manage¬ment heritage while developing modern concepts and behavior for the Iranian organizations.
