In this issue of management know ledge the lead article by the Venerable Hojjat - oleslam Reyshahri discusses here characteristic of a manager in the light of the Islamic principles. the Venerable asserts Hint those principles are : 1) Leniency which is a kind of moderateness and flexibility in behavior as exemplified by divine messengers and Imams . 2) Decisiveness is reflective of an Islamic manager by which in the crosscurrents of difficulties he shows less bewilderment and weakness in his decision making. 3) The last virtue toward maturity is the issue of openness to constructive criticism. Because in Islam in view of the relativity of human intellect acceptance of other people’s criticisms arid advice is dictated and in this way the chance for error and mistake is lessened.

My article on analysis of systems begins with a discuss ion of s stems approach and the development that in the course Of history has led to the appearance of interdisciplinary areas amoung various fields of sciences . Then, the basis for systems thought as a systematic analysis which encompasses methodology of all academic areas is examined. In the fifth article , Mr.Ja'farnejad asserts that in a dynamic environment with fast technological advances ,changes in the patterns of demand ,increasing world competition and shortening of product life cycles ,survival of an organization depend on its innovative strength and predicting the needs of new consumers .
Within this context, attention to technical opportunities, production and marketing of new products is of special importance.
In this article a procedure for management of new product development, from the initial stage of idea development to the final stages of production and marketing the product is presented. Some models ranging from simple to complex is suggested within this context.
Today, the basis for modern theories of organization is composed of a kind of calculable rationality which considers utility of a theory a reason for its validity. In accordance with such way of thinking.

the sixth article by Dr. Alvani proposes that the success of an organization depends on market calculativeness and instrumental thinking and in this way self-actualization and human accomplishment remains in a state of conflict with rationality. Yet, for the word rationality another definition can be taken in to account and this is the force which enables man to choose between good and evil, right and wrong and put in order his social and individual life. Rationality in such framework has a moral dimension and beyond material necessities it has an allegiance to value standards and human goodness. On the basis of such rationality an organization theory may be founded and hypothesis formulated that attempt to coordinate and balance human conduct, search for human goodness and give meaning to man’s life in organization. Alvani’s article
tries to explain these two types of
rationality and point out toward the
necessity of establishing organizational theories on the basis of value rationality and suggest ways which help management scholars in their scientific pursuits.

The eight article by Mr. Farboodi is- a continuation of his previous discussions on vulnerability of bureaucracy from another perspective. The purpose of this article is to show other areas of vulner ability of bureaucracies . The article shows that structure of bureaucratic organization has deep effect in shaping the employees personalities. Bureaucrats , in the light of existence of specific - values in their relationships with clients show mechanistic, inflexible ,and strict behavior. This indisposition is a cause of vulnerability of bureaucracy.

In the eleventh article .Mr.Khorshidi says that the major fiscal problems in a society relate to allocation ,distribution , and stabilization of resources and it is the duty of budget deficit financing to offer suitable solutions to these problems. His article explores this subject by describing deficit financing ,its uses ,its role in a developing economy, and its relationship to inflation. It goes on to say that deficit financing has a definite place in developmental finance hut it is desirable to keep it within “safe limits”
The implementation of deficit financing depends on our ability to control inflationary pressures by keeping demand in check with simultaneous increasing of production.

Based on a dialogue between professors Simon and Argyris , in the third article by Dr.Saadat, the rntion1i and self — actualizing models of man as a basis for designing efficient organization are examined. Saadat asserts that while the conclusion is inescapable that a multitude of factors, including rationality and self—actualization, should be considered when designing an organization, there is considerable evidence supporting Simon’s argument that rationality, as embodied in formal organization, has made economic development and economic affluence possible. And this, in turn, has facilitated self actualization. This is a point worthy of notice in developing countries.
