In formation Technology Management is the process of planning, organizing, leading, and controlling of IT resources and activities to support decision making processes, business processes, and obtaining competitive advantages. IT managers must change the way organizations compete through utilizing capabilities of information technology. They are responsible for deploying IT systems faster, cheaper, and more strategically than one’s competitors to Increase business and customer value.
In this paper, we first present definitions of IT and IT management. Then, we introduce our conceptual framework about major functions of in formation technology management. This conceptual framework assumes four general management functions (Planning, Organizing, Leading, and Controlling) at three organizational levels (Strategic, Tactical and Operatical) for IT managers. It indicates that Functions of IT managers begin with developing suitable IT vision & strategy” and then continue with IT master planning ‘ “developing IT governance structure “communicating IT vision & strategy ‘ and ‘strategic alignment controlling” at organizational strategic level. This framework also show that tactical functions of IT managers are:
‘IT systems planning, changing key organizational dimensions ‘facilating IT acceptance” and ‘IT ethical impacts controlling “At the end of this framework, we can see that ‘IT projects planning ‘IT staffing ‘,‘ leading IT systems development” and ‘IT operations & resources controlling” are considered as operational functions of IT management.
