Through factual analysis of the adopted 19-item climate questionnaire, its relationship with reforn1 program dimensions is
examined.
The results indicate that some of the environmental factors
worked as facilitators arid some as inhibitors. Perceptual assessment of the subjects of study from various work setting
characteristics are being used as a basis for evaluation of organizational environment or atmosphere of reform agencies.
The respondents' assessments indicate that, in general, organizational environment may not have been conducive to
achieving expected reforms.
