Abstract

The planning priorities which has been analyzed in this article is applied at the
present time in Transportation Ministry of Canada. It is a planning methodology for facilitating the road building and public transportation services.
This methodology at the present is being considered as a management instrument for organizing transportation investment facilities.
The summary of technical aspect of the
methodology with reference to its flexibility for application of policy variables in respect to, interdependent ,nondependent , dependent on similar projects is presented.
This article •presents a general ground of the methodology in order to prove that to what extent the linear programming modeling can he cost-benefit in analysis and synthesis stage.
This method is based on detailed give and take consideration for the time duration of investment improvement.
The application of linear programming with respect to the intervention of multi pie attribute behavior, local budgets and commitments in decision making is being considered.
The mutual and interdependent benefits and improvement of the methods of key benefit calculation, introduction time, operational and transportation costs have been dealt with in this article.
