This article will investigate the necessity of evaluation of educational needs assessment in public organizations and its various processes. We should however consider the expertise of the authors of the following article in having applied educational needs assessment projects in some Iranian public organizations. Moreover, by evaluating the educational need assessment model of Kaufman and Herman (1996), Craig (1987), Goldstein (1992), Singer (1990), Stout (1993), Soriano(1997), Anderson( 1993, 1994), Erneson (1993), Customs Co - Operation Council (1997), Griffiths and Williams (1998), Edgarshin(1980), Truelove (1997) and Qoodall and Winstantly (1998) and by considering the fact that there are no up-to-date tasks in Iran’s’ public organizations, this integrated model has been proposed under the heading of “educational needs assessment model”. This model is designed and proposed to execute educational needs assessment in Iran’s public organizations.
