Research and Development (R&D) are Complex, un-monotonous and Unique processes. Therefore, the Management of R&D centers is much more Complex than others Organizations. However one should remember that an effective Management of activities such as R&D requires an assessment and control on all performances.
Nowadays, regarding the expansion of research activities, the review and assessment of performances is inevitable. One of the necessities for the assessment of research centers is the presence of Comprehensive evaluation system. This articles aims at designing, explaining and implementing performance assessment system for Industrial Research Centers. According to the results of this research, Independent Industrial Research Centers are more efficient than others Research Centers (University and Industry-R&D).
