Abstract

The present article suggests an algorithm for the process of performance evaluation of government institutions. In this regards, performance evaluation is seen as a system having input, process, output and feedback, plus external factors affecting this process. The data and needed input for this algorithm is gathered from primary data source in different time periods. For each time period an institution performance is measured and institutions are ranked based on these results. Also weighted average indicators are used to rank institutions performances for annual time periods. These ratios are in such ways which there are convergence and as the amount of ratio is bigger, better performance is achieved. Analytical models are used in algorithm and needed tests are used for evaluating the validity of procedures and the achieved results. For the measurement of the role of endogenous factors, outlook techniques have been used and by the help of suitable mathematic techniques, minimum biasness has been gained with the actual amount of factors.
