Goal programming is regarded to be a vigorous and efficient technique in planning and resources allocation and is carried out at national, sectorial, organizational and project levels. A review of the historical background indicates that the studies have only focused on the allocation of resources in a single university or
education institution and no investigation on the application of sectorial goal programming has been conducted as yet.
This article presents a goal programming model for resources
allocation in the higher education sector
.The linkage of this model and its applications in lower levels to the integrated programming of resources allocation will contribute to the performance optimization.
