The totaly quality management has been discussed over a decade by managerial academics and fora of a unique insight which may contribute towards enhancing the organizational effectiveness. The scope of this emergent movement has extended
from the industrial and manufacturing units of the private sector to the state entities and bureauracies and even to non-profit
organizations.
The present article reviews the viewpoints of the founders of
this management philosophy and analyzes and evaluates the principles and assumptions suggested for organizational change. This paper also defines the framework of the total quality management schemes in the entities where the related techniques
have been executed as well as the impact of these schemes on the organizational behavior process. In the final analysis, considering the failures and successes of the TOM programs, the essential
requirements for contributing to the ultimate success of this philosophy in the future have been enumerated.
