In this article efforts have been made to determine the role of
classic and modern missions of higher education institutions and universities in the realms of research, education, culture and
service.
To achieve these objectives, the author, first introduces a model comprising legal, technological, skillfull, research, core and
curricular interdisciplinary insights.
He, then, embarks on dealing with the new roles of universities'
chancellors in spite of the aggressive and imposed situational context of the environment.
The article sums up with a conclusion moving from daily activities to the mid and long-term planning as well as a series of
recommendations concerning the gradual change of structure, technology and behavior of universities' affairs.
