Educational systems, and above all the higher education, have by degrees come up with such new perceptions in the modern
complex situations that they will not be able to answer the requirements of their increased responsibility without an effective leadership and management. With the emerging significance of
the higher education in a community, people will be placing high premium on this phase of education and traditional methods will be called into question. Efforts have been made in this article to
briefly depict the ambience governing universities and their leadership roles. Thus after a brief survey of the nature and role
of the higher education, the dimensions of management and leadership will be discussed. The main focus is on the negative
impact of running universities on authoritarian lines as a bureauratic organization which will stunt creativity by scientists
and researchers in such a bureauratic atmosphere. Finally the topic is centered on the effects and benefits of participation and
development of the participative culture.
