In pursuance of the decree ratified by the Supreme
Administrative Council in 1998 concerning the pilot project of "a system for acceptance and survey of suggestions" in the candidate
organizations of the public sector, this project has been tentatively executed in four ministries and provinces. The major goal of the
present article is to assess this project towards recognizing the forces which prevent the personnel from participating in the decision-making process and identifying the level of its success on
the basis of effectiveness. The findings here prove that "The suggestions system have been inadequately effective towards the
personnel satisfaction thus it is essential to increase the degree of its success by adjusting the environmental situations which prevail in the organizations affiliated to the Iranian public sector.
