The developed and industrial societies of today have used ICT as a source for development and advancement in their economic sections. Different usages of ICT is extremely expanding, as for electronic city, electronic government, electronic commerce and electronic education. In this regard, governments have accelerated the development and advancement of ICT, by establishing the proper substructures.
By presentation of the five-infrastructure model, this research will provide a proper classification of the needed substructures for national development of ICT. This would include five management, technical, legal, human and cultural-sociological infrastructures. Following the introduction of each one of these five infrastructures, Malaysia's attempt for the establishment of ICT infrastructure would be studied and its accordance with the five-infrastructure model will be investigated.
