Sociology of public administration as a branch of sociology of
organizations investigates the interactions between state and society. State embedded in society and sociology of state studies the status of the state in society. Public administration as director of the state is the main force that manipulates the society as well as is affected by social circumstances. State is the largest and the most powerful type of organization, in modem societies, it imposes power on society and transforms the social life and social (cultural, political and economical) processes.
State, in this article, is analyzed in terms of dependence and independence perspective and the main function of the state is defined as the justice development rather than domination or integration instrument. Ultimately, the social phenomenon of the state, is explained in relationship with economical efficiency and social justice. Theories of organizational sociology in order to apply in diverse organizations, is theorized at higher level of abstraction and at the beginning, is noted that this article pays attention to abstract concepts and deliberately avoids special cases.
