Abstract

The suggestions systems should be considered as an organizational efficient context for emerging "Ellitizm" ; and as
well should be known as the most common and usefull method for
solving the organizational problems. Either one of the mentioned dimensions clearly adjusts the organization's commonality as well
as it's environmental admirsability. Also it will visiualize the virtual (non illusary) participation of people, together with
system's crucial functions.
In fact the suggestions system reduces the degree of centralizm
in management system, and seriously disaproves the superior's negligence about the attitudes, willing and comentary positions


of the subordinates. In other Words the suggestions system is the starting point for emerging the personnel's creativity and makes the management to become acquainted with the expectations
abilities, desires and thoughtfull needs of the people dealing with organizations as well. Further it helps managers to discover the
dormant capabilities of personnel whom are the main assets for the organizations development; and fro in the other aspect, the
institutionalization of sugges1ion system will not allow the null Bureaucratizm to demotivate personnel and also will prevent
