Our Leading article by Mr .Fereidoun ghasemzadeh deals with the planning system and centralized control in the development projects. The author addresses the implementation problems of individual development projects and blame their failure to the lack of coordination among related development projects in the same field. He maintains that the dynamic structure of our present socio-economic environment requires coordination between a set of related development projects whose objectives and spill overs are naturally linked to each other. Successful execution of each individual project, therefore, requires a system of centralized control.
