operational expense rather than an organizational resource or a capital investment. The author present a framework for a systematic approach to the strategic planning of human resources. She discusses the
following elements: an analysis of environment, an analysis of corporate goals and strategies, an analysis of internal sources of human resources, forecasting the future demands for human resources, creation and development of goals and strategies for human resources, and evaluation and review of the plans.
