Abstract

Planning for University development is part of planning for Higher Education Development which guarantees better future for individuals, groups and organizations under the geographic protection of universities.
The Planning processes of a university development delineates that where a university is heading, why it is heading there, how and which way it is heading there.
More over it sets realistic criteria for evaluation of the results which universities are supported to achieve. It is by the university
planning which all the problems and question about the goals and objectives of university can be responded and then the operational plan for realization of the goals can be achieved. The university evaluation system is an inevitable part of university planning system.
In general, the evaluation of a university development is composed of processes of
determination and provision of required information about the feasibility and
acceptability of the goals of university development plans, operational plans, executive plans and the end results in order to guide and direct the decision making press for the improvement and growth of university activities in an fficient and productive manner.
There are different models and policy oriented methods for evaluation of the university activities, which the most effective and comprehensive one is CEEP which is based on a systems approach. This model evaluates the higher education system in respect to four elements such as: hack ground (environment), internal input , process and output evaluation. For the effective implementation of the evaluation system based on the four elements all the required information should he gathered and analyzed. The end result of the comprehensive data about the four elements is the basic ground for comparing it with the evaluation system.
