Abstract

Since the discussion of organizational
development has been begun, a new atmosphere was created in viewing the subject or socio-economic development. To know the Socio-economic development, we should consider the political, moral, and cultural structures and it is unlikely to construct an economic structure without a logical Social structure that makes national determination and belief in the development based on correct social values and provides an appropriate and changing administrative structure and means necessary for the development. It should he noted that any development pattern requires an administrative system of its own and mutual exchanges of both should not he ignored. Since the current administrative system of the
country is not designed in accordance with the development pattern, and if we want the five-year-plan to come to the reality, we should depict its own appropriate administrative system undoubtedly.
This essay is a serious research on the scientific surveys through which it discusses the designation and explanation of the election and appointment of managers.
The subjects discussed here are the theoretical foundations of a survey and research model, the analysis of individual characteristics, the analysis of organizational features, the actual evaluation of the results of the research, and giving recommendations concerned with including human resources, providing a set of management professions, and testing the capacity of the existing managers.
