Abstract

Decision making process for recognition of competent individual as substitutes for vacant key, ‘management position is one of the most important and fundamentally strategic
activities of human resources management. The dominant, factos in this process such as, leadership competency, intelligence aptitute, human resource management, decision making capacity, innovation creativity, responsibility, professional knowledge and so m are not quantitatively measurable. All of these factors have been appraised differently by different appraisors , hence the subjective views of the decision makers in recognizing different key resources can play a major roles.
On the other hand the individual performance and often personnel factors such as seniority, educational and professional status are those facts which hinders any quantitative approach to measurement.
For this purpose and also overcomping this problem, a method should he used in such a way that the objective and subjective criteria to he taken into consideration with the least bias and personally subjective orientation in making conclusion.
