Abstract

In spite of the fact that all governments and nations have spent great attempts in development irrigation and construction of rural structure but experience has demonstrated that only utilization of better techniques and updated scientific information is a determining factors in better irrigation.
Since idealogies , policies, cultures, financial and personnel potentials of each nation is different from the other, will effect on choosing irrigation planning and policies which creats impediments in taking away the nations from poverty and starvation:
There should be a correct and balanced relation between all the determining factors of a logical irrigation.
Policies such as very critical competition between agricultural section with mdustry, mining and drinking waters of cities.
Since the limitation of water resources
is one of the most essential and vital problems of our country and it is been given an specific priority in first and second five year plan and also the productive use water resources in our country faces with shortcomings.
In this article a short survey of the role of public and governmental management in development and nondevelopment of water resources and irrigation planning have been taken place.
