The decision making is an important process in management. The Optimal decision making requires sufficient, accurate and in time information. While these limitations are more observable in developing countries, they should take the most advantage of them (resource and facility) to obtain the most value. Sometimes, in scientific and research units, the expected value of a project is referred to words as profit , utility and or productivity. But the main subject of economics appraisal of a project, is done in the same manner. The economic appraisal of a investigative activity can be done on three phases: Pre-implementation, during implementation and post implementation. In each phase, effective factors and evaluation measures, are not exactly the same. In this article, the effective factors on economic appraisal of investigative activities are recognized, and primarily, provided in a framework as a conceptual model and was used in one of the academic units. Using this model, justifying the value of investigative activities, is favorably possible.
