The prerequisite for organizational development is the development of human resources. It requires a change in knowledge, attitude and behavior successively. These changes depend on one’s view on environmental issues. In this article, the various views are described as follows:
1. looking from inside to inside
2. looking from inside to outside
3. looking from outside to outside
4. looking from outside to inside
According to third and fourth items, we should study organizational issues, either inside or outside of organization, on the basis of outside view in order to attain a comprehensive recognition. The window–view model can be supported because it has communicative, perceptional and perspective backgrounds. The attempts have been made to indicate the application of the model in real situations.
